The Business Processing Association of the Philippines (BPAP) and the Commission on Information and Communications Technology (CICT) formally presented to President Gloria Macapagal Arroyo the country’s 2009 Offshoring Destination of the Year Award from the National Outsourcing Association of the United Kingdom. The presentation ceremony was held on December 10 at the TOEI animation studio in Quezon City.

The Philippines was proclaimed winner at the 2009 Offshoring Destination of the Year category at the 6th National Outsourcing Association (NOA) Awards in London last October. The nomination entry of the Philippines bested the submissions from Russia, Egypt, Malaysia, and Sri Lanka among others. This year’s winning entry for the country was written and submitted by former Press Undersecretary and BPAP External Affairs Executive Director Martin Crisostomo.

This is the second time that the country bagged the prestigious award category. The first was in 2007.

Among those who presented the trophy were BPAP Chief Executive Officer Oscar Sanez, CICT Secretary Ray Roxas Chua, CICT Commissioner Mon Ibrahim, BPAP Research Executive Director Gillian Virata, and the writer of the winning entry.

The NOA is the UK’s only outsourcing trade association. Advocating best practice in BPO, the NOA represents outsourcing end users, vendors, and other companies which support outsourcing, such as legal firms, consultancies, and HR. It is likewise involved in research, events, education, and public affairs. In the past four years, the NOA has set high standards in the recognition of outsourcing as a legitimate business practice. The awards also give recognition to companies or people worldwide who exhibit excellence in the field of outsourcing.

For 2009, the Philippine BPO industry received government funding worth P200 million for talent development through the Pangulong Gloria Scholarship program of the Technical Education and Skills Development Authority (TESDA). Last year, it received P350 million pesos for the same program. Also for 2009, the BPO industry received government funding worth P62 million for marketing and international trade missions.

Known as the “sunshine industry”, the Philippine BPO sector is expected to generate $7.3 billion in export revenues for the year 2009, making the Philippines the world’s second biggest BPO player in the world.

BPAP is the umbrella trade association of the Philippine BPO industry representing the entire spectrum of BPO and IT-enabled services including customer service, back office outsourcing, software development, engineering design, digital animation, and game development. The CICT is the lead government agency tasked to oversee the development of ICT in the
Philippines, including ensuring the growth of the IT-BPO industry. – BPAP
