500,000th ICT worker employed in her term. Generating jobs in the IT-BPO industry is one of the priorities of the Arroyo administration.
PGMA commemorates 500,000th ICT employee milestone
On December 10, President Gloria Macapagal-Arroyo commemorated another milestone achievement in her government’s advocacy to provide jobs for Filipinos with the hiring of the 500,000th employee in the information and communications technology (ICT) industry.
Accompanied by the Commission on Information and Communications Technology (CICT) Secretary Ray Roxas-Chua III, the President personally met the industry’s two latest hires at the TOEI Animation Co. in Eastwood City, Quezon City.
Dawna Joyce Borbon, an 18-year-old resident of Marikina, and Avelino Rufo, a 20-year-old resident of Caloocan City shared their stories with the President and expressed their gratitude for her support for the industry.
Borbon, one of thousands of PGMA scholars, was accepted by TOEI as an assistant animator after taking a six-month animation course offered by the Technical Education and Skills Development Authority (TESDA).
It has always been her dream to work in animation, but her parents were against it.
“Bago pa man ako makapasok dito, napakalaking hirap sa mga magulang ko kasi di sila pabor sa animation industry,” Borbon explained.
Now, however, Borbon is slowly changing their minds about animation.
“Ngayon gusto na nila kasi nakaka-tulong na ako,” she said.
She expressed her gratitude tothe President, saying the PGMA scholarship program gave her an advantage over others in being chosen to join the TOEI team.
“Nagpapasalamat ako kay Madam President Arroyo na nabigyan ako ng opportunity na makapasok sa animation field..dahil pangarap ko to,” Borbon said.
Rufo, also a PGMA scholar, undertook his animation training at the Take One Animation of the PGMA Training for Work Scholarship program. When he finished his training, he was deployed to TOEI as an in-between artist.
TOEI Philippines is a wholly owned subsidiary of TOEI Animation Co. Ltd. Of Japan, makers of animated TV shows and movies. The company currently employs some 300 regular and freelance workers.
According to the Animation Council of the Philippines Inc., the Philippines is the preferred outsourcing partner of big international production outfits worldwide because of the talent and creative instinct of Filipino animators. The Philippines has been providing animation services to different parts of the globe for over 20 years. – PND

As of now i want to study as a animator but i don’t have enough money to avail that course… so i hope there is a free scholarship to those people like me who want to learn, and to get a job.
president arroyo good afternoon i hope you would reply to this email my name is bryan hernandez owner of east and west center for excellence in training corporation. east and west is a training school which is tesda accredited and as well as d.o.l.e accredited with 2 dole permits PRPA and employer empolyee contractor.
We would like to ask for tesda vouchers so we could help more people in our province in laguna we have 20,000 qualified people who has requested and successfully passed assessment.
But the problem is they have no voucher allocation and fundings for the training. President Arroyo we beg you to help our people and with this let explain how we will help them through the process we are following.
East and West has D.O.L.E permit PRPA which allows us to RECRUIT through jobs fair and refer or place people in the call center and TESDA permit for FCCA finishing course for call center agents 100 hours and after they have been placed for work they will be undergoing the EMPLOYER-EMPLOYEE contract for them to be protected and for them to stay in the call center for a longer time.
We are proud that we are the first and only call center training doing this for employment in the Philippines. We would like to ask for an appointment if you will permit us to lay our plans so to help more and be able to maximize the use of the vouchers. Thanks and God Speed…..

A good day, it’s a big opportunity to every filipino to have a decent job.I personally glad to read about the president program where I also have the chance.President Arroyo have this program Comprehensive Livelihood Emergency Employment Program (CLEEP).right now I am working in a government Agency Sugar Regulatory Administration (SRA).
